Shoaib Sultan Khan
 |
Chairman, National Rural Support ProgrammeVa (NRSP) has a Master
of Arts in English from Lucknow University, a Bachelor of Law from
Peshawar University and has also completed a Public Administration
Course at the University of Cambridge, UK. He is currently serving
as Honorary Chairman, Board of Directors of the NRSP, Ghazi
Bharotha Development Organization (GBTI) and Director of the Aga
Khan Rural Support Programme (AKRSP). As Senior Advisor, South
Asia Poverty Alleviation Programme (SAPAP) of the UNDP, Mr. Khan
has set up demonstration pilots in the six countries of the SAARC
region, on the pattern of the AKRSP. He has also received the
Global 500 award in 1989), the Sitara-e- Imtiaz in 1990, the Ramon
Magsaysay Award in 1992 and the WWF Conservation Medal in 1994. |

Dr Anis ur Rahman
 |
The CEO of HWF Dr Anis ur Rahman, a dentist by profession,
completed his BDS from Peshawar University in 1979 and
FFDRCS
from Royal
College of Surgeons, Ireland.
Dr
Rahman has headed the Rohtas Fort Conservation Programme since its
inception, the project developing naturally from his experience
and interest engendered by the restoration of the Ramkot Fort. He
has been involved in supervising a number of
donor-supported
conservation projects aimed at the restoration, conservation, or
reuse of specific monuments within the fort; the improvement of
basic public facilities; general site management; and the
development of the village of Rohtas as a model ‘heritage’
village. In addition, Dr Rahman has been closely involved in
fundraising activities for Rohtas, including the production of
three sound and light shows held at the fort. |

Vaqar Zakaria

The Managing Director of HaglerBailly Pakistan (Private) Limited
Mr. Vaqar Zakaria over 30 years of experience in policy
development and planning of energy production and distribution
systems, energy pricing, demand forecasting, policy and strategy
evaluation, and environmental assessment of energy projects.
Playing a key role in setting up Hagler Bailly Pakistan in 1990,
Mr. Zakaria’s extensive involvement in power, oil, and gas
development projects, assisting the government in the development
of energy policies, and formulating short- and long-term energy
plans have helped shape and meet the nation’s energy development
and needs. As a member of the Task Forces constituted for
preparation of the Seventh and the Ninth Five Year Plans, the Long
Term Perspective Plan for the Energy Sector, and the Committee on
Oil and Gas Sector to evaluate the impact of the 1994 Petroleum
Policy, Mr. Zakaria’s has advised the country on pressing issues
at hand.
To add to his list of accomplishments Mr. Zakaria, a graduate of
the Massachusetts Institute of Technology (MIT), routinely advises
the Government of Pakistan, World Bank, and ADB on environmental
policies, legislation, guidelines, compliance, and response to
international environmental initiatives, such as the abatement of
greenhouse gas emissions. His pioneering work in the country in
setting up the Deosai National Park, in testing new concepts for
Protected Area Management¾including institutionalizing community
participation¾and liaising with organizations such as the US Fish
and Wildlife Service, Kruger National Park, and Agricultural
University of Norway. He is currently managing projects to set up
a system of protected areas and conservancies in the Neelum
Valley, and to assist CDA in planning and development of the
Margalla Hills National Park adjacent to Islamabad.
Currently Mr. Zakaria devotes most of his time consulting in power
and fuel production and distribution, energy resource management,
database development, and legislative, regulatory, and financial
policy formulation, and continues to oversee all organizational
matters at Hagler Bailly Pakistan, including business development,
personnel and financial management. |

Aman ur Rahman

The Chairman of UAE based
Enerplastics Inc. LLC , Aman ur Rahman did his MSc in Chemical
Engineering from the Punjab University in 1962 followed by
a specialization in Petroleum Refining from France. He has worked
for 40 years in the Oil Industry, both in Pakistan and abroad. His
assignment abroad with the International Oil Industry involved
senior level postings in Singapore, Bahrain, Ivory Coast, London
and Hong Kong. After taking an early retirement he established his
own consultancy work, during which time, in addition to his
commercial activities, he acted as an honorary advisor to the
Chairman of OGDCL and the Ministry of Petroleum and Natural
Resources in Pakistan. He has represented Pakistan on several oil
related missions to the Middle East and South East Asia and
authored the current Petroleum Policy on Oil Refining for the
GOP.
Concurrent with his consultancy, he
invested in manufacturing facilities in the Middle East and
Pakistan. He is the Chairman and Chief Executive of a plant
manufacturing Master Batch in Dubai.
He is an avid Numismatist and
collector, having authored several articles on Numismatics and
has published two book on the Ancient Coinage of Pakistan. His
first book received an award from the French Academy. The second
book "Zaheer uddin Muhammad Babur - A Numismatic Study" was
launched on December 17, 2006 at Rohtas Fort. |

Dr Jamil Masud

Dr. Masud is Director of Hagler Bailly Pakistan (Private) Limited.Dr Masud
has an exceptionally strong background in scientific research and
analysis, having worked at or collaborated with premier research
institutions in the United States including, Columbia University,
the Massachusetts Institute of Technology, Princeton University,
Brookhaven National Laboratory, Naval Research Laboratory, and
Lawrence Berkeley Laboratory. The results of his work have
appeared in leading scientific journals and conference
proceedings.
At Hagler Bailly Pakistan, Dr Masud, a founding partner of the
firm, has been extensively involved in public, donor, and private
sector initiatives in project design and planning, systems
implementation and management, corporate and institutional
development, consulting and technical assistance, and policy and
program development. He has leadership experience in the use of
information technology and computer tools for business, project
and research purposes, including software development, numerical
simulation and programming, data acquisition and processing,
information processing and communications, and management and
corporate information systems.
Dr Masud has been engaged
extensively in consultancy assignments on projects, case studies,
investment planning, and technical analyses in areas of energy
planning, use and efficiency; environmental management and
monitoring; communications and transportation, industry, computing
and IT applications, and technology transfer and adaptation. |

Fayyaz Baqir
.
 |
Mr.
Baqir is
the Chief UNDP Small Grants Program and
has
spent 11 years as the Unit Chief of UNDP's Small Grants Programme
in Pakistan. Prior to this post, he had spent some years as the
Programme Officer in the Trust for Voluntary Organizations (TVO),
as well as a Consultant for UNDP on issues pertaining to
Afghanistan and the effect of war on its economy. Mr. Baqir also
served as correspondent for the South-North News Agency, and the
Cultural Affairs Specialist for the United States Information
Service. He has taught at various universities in Pakistan and the
United States. He completed his M.A (Hons) in Economics from
Punjab University and M.Sc Economics from the University of
Idaho. |
